ABOUT KELLY

Kelly Raley’s legal career began at Vinson & Elkins in 1989. She has experience in a wide variety of civil legal matters including contract disputes, intellectual property, professional liability (particularly medical and legal), mortgage fraud, insurance defense, school law, election law, nonprofit law, workers’ compensation disputes, and matters before the State Bar of Lawyer Discipline, the Texas Medical Board, and the Charitable Trust Division of the Attorney General’s office. Her research and investigation skills have led to successful resolutions of disputes both pre and post district court litigation, including before the United States Supreme Court in a question of statutory attorney fees in a discrimination case.  Kelly has served as general counsel for a national nonprofit charitable organization that assists wounded veterans with affordable accessible housing. 

Kelly attended medical school before going to law school, and her pre-law background in health and medicine led to her 2021 LL.M. degree in Health Law at the University of Houston Law School. For her thesis paper, she extensively researched the history of America’s abortion laws, pre-Dobbs.  Her coursework focused primarily on public health law, genetics and DNA law, and healthcare business transactions.

HOUSTON COMMUNITY

Kelly has volunteered throughout the Houston community through her affiliations with the Junior League, the Pi Beta Phi Alumnae club, the PTA, Houston Public Television, and her church. She taught badge classes in the Eagle Scout program for Troop 661 and she coached her children’s basketball teams. She has served on the selection committee for Congressional District 7’s recommendations for the Academies. She sits on the Board of Dirt Dogs Theatre and the Board of Gracewood.
